I’ve never heard of a holding penalty being added to the end of the run. Why would it operate differently than any other non-personal foul? You should either get the play or the penalty.It hasn’t always been that way?

If it had been a loose ball play ( forward or backward pass, enforcement would have been from previous LOS. So, its added to the end of the run. Same as for the offense. The yardage is marked off from the basic spot. If the ball is downed beyond the foul, the yardage is marked from the foul spot. If behind the foul, its marked from where the ball was downed. otherwise it's marked from previous LOS if loose ball play occurred.

You’re describing NFSHA. NCAA is somewhat different but similar. NCAA foul (say holding) on offense behind the basic spot when the basic spot is the previous spot is enforced from the previous spot while a foul by offense behind the basic spot in NFSHA is always enforced from the spot of the foul. (At least as of 2021. I’ve been out of it since then). And there can be both a loose ball play and a running play during the same down.It was a running play. True. They are, but because you are used to seeing most defensive penalties being of the PF type. Maybe I used bad examples. Change the example to a defensive block in the back (yes. It’s a foul) or well, holding, or facemask when they had the 5 yard type that’s was not a PF. Offsides has special enforcement in NCAA and is a live ball foul. Just seems really punitive. Pass interference (you get the penalty or play) isn’t nearly as bad and that seems like it should be worse than defensive holding on a run.True.
