PA's flagship public universities (PSU, Pitt, Temple) are classified by the specific term "State-Related Universities" which apparently gives them some autonomy or freedom from disclosure of public records. Yes for all legal purposes they are private schools that receive a state subsidy. There is a push to force them to be required to release more information.
