The merger with UMDNJ is specific to Rutgers. The more common factors was population growth for Sunbelt State schools, academics (see Miami of Ohio's jump compated to Toledo and Akron's decline and Rice's jump) and cost (Purdue's not raising tuition during the 7years Mitch Daniels was President)

Pennsylvania law is a little different, like they don't have to disclose Penis head's salary, for example, or their financials the same way. Bet this is included. Not worth the internet research to find out for sure, but that's my guess.
I believe this is the case. PA's flagship public universities (PSU, Pitt, Temple) are classified by the specific term "State-Related Universities" which apparently gives them some autonomy or freedom from disclosure of public records. So their employees' salaries are not a matter of public record the way most other states' public university payrolls are.

Yes for all legal purposes they are private schools that receive a state subsidy. There is a push to force them to be required to release more information. In this case the problem is that Penn State changed how they reported enrollment in regards to branch campuses.

Was thinking about this recently. When I was in high school (early 80's), Illinois was considered one of the best public colleges and a lot of kids from NJ used to apply there. I really don't hear much about it anymore but see their enrollment increase is up there. Good for them. I assume the economy (state schools generally have lower in state tuition) is part of it. Haven't really followed them enough for other reasons.

When I lived in the midwest, the Chicago area kids used to all try to get into Illinois. If not, Iowa and Iowa St were big draws for them.
