I just don't see the SEC going into the state of North Carolina to take the school that's a distant #3 in that state. If the SEC goes in, it will be to take the school that dominates the state. And UNC will eventually come if the SEC really wants them.
Yet we have no problem going into Texas and grabbing the third (arguably worse) best program over the last ~10 years (Texas, TCU, maybe Houston, and I would add that Baylor because of RGIII is about equal).
USC wasn't a top choice in South Carolina either.
You can't look at "right now". USC was garbage when we added them. A&M was mediocre, but they put SEC next to their name and instantly get every recruit they want. They started slow but bounced back with stronger competition.
NCSU would be an AWESOME addition, if not for the cult following that most SEC schools are notable for. They have 2 1st round QB's in 10 years, and they have one of the top CB's in this year's draft (2-4 rounds). Their basketball facilities would be #2 to Rupp. They fit in with what we do in baseball, maybe not in prestige, but in ideology. Mizzou baseball? No. North Carolina is a great baseball state though.
They're not tailor made for the SEC in year one like Texas A&M was, but they bring a LOT to the table and they don't have huge heads like UNC bigwigs.
