We discussed many rules (including the clock running out in the first half of the Arkansas game a few years ago) and then made it to the cowbell question. Given the recent history of the issue, I was surprised by the answer. The SEC officials can not enforce a penalty that is not in the NCAA rule book. To make a long story short, there is no longer an artificial noisemaker rule in the NCAA rule book. He said that the SEC may have other actions that they could take against us, but that it could not be in the form of an in-game penalty. <span style="mso-spacerun: yes">
