I think they have already made their decision that it will be a penalty. I think it's just a procedural thing where they give the player a chance to look at the film and explain themselves.
If they're telling all the players that there might be a penalty, then they're going to penalize him.

Rulings like this need to be made promptly by officials. They've managed to ruin the competitive dynamics of the last round.
Golf is a game of honor and the rule was changed to defer to the player to be honorable. Not only are they hanging this over his head but they're calling him a liar... and there's nothing worse to be called in golf.
