If by "compete in the B1G championship" you mean simply get there, then I would suggest we "competed" in 2012 against Wisconsin and I don't think anyone here would consider that making it back.
For me, I think the team needs to be in the Top 10 again at some point in the year and actually have people talking about the program being on the rise. I think certainly an appearance in the B1G Championship will help, but actually being in the game late (or heaven forbid winning it) would be a good step in the right direction.
Fully back won't happen until the team wins a B1G Championship.

When we are no longer worried about beating mediocre programs like Wisconsin, Iowa, Minnesota etc. And sure as hell not worrying about teams like Purdue and Ilinois to pull the upset.
Recently Wisconsin hasn't been a mediocre program not in the least.
Yes they have and If we're "back" even a loss to the best Wisconsin team in the past 20 years would be seen as a huge upset.
A loss to McCartney's late 80's/early 90's Buffs teams or Snyder's late 90's KSU teams were massive upsets and those teams would absolutely destroy the Badgers best.
Wisconsin is on par with the mid/late 80's Oklahoma State teams with Thurman Thomas and Barry Sanders (caveat being OSU had better talent while Wisconsin had more sustainable longevity)
At no point was OSU at that time considered a legitimate program against whom a loss would be an acceptable or expected outcome for us and if Nebraska were indeed actually "back" neither would Wisconsin.
Heck at least two if not all three programs I named above were at least considered legitimate threats to win a national title. At no point post Alvarez (and barely even with him) has Wisconsin been a legitimate national title contender.
The only mediocre year they have had in the last 12 years was in 2008 and 2012 when they kicked our *** in the B1G Championship game and they have have won the Big 10 in 2011 and have gone to 3 Rose Bowls and quite a few CapitalOne bowls.
