That's the real issue IMHO.

The government gets a free plane to use which isnt a bad thing. However its going to need to be stripped down and then added to to make it suitable for POTUS to use. Not Trump the businessman but POTUS, with all the customary redundancies, communication, security etc. Doing all that tear-down and rebuild is not free.. .and the cost of all that might be too big if boeing can actually be depended on to finish up with their plane in a few years.
