I know Arkansas has a lot of money but this seems like a hard place to win consistently.

They need a guy with significant ties to the state of Texas. The lion's share of their recruiting classes should come from the state of Texas and with as many top tier prospects as possible, then fill in the blanks with portal acquisitions. The AD needs to go. It's the motorcycle guy's job to lose.
I hear he's asking Wake Forest about learning more about their motorcycle entrance.

That's a tough job given their league. But they have money and a passionate fanbase.
I'm not saying hire Dan Mullen, but they need a Dan Mullen-type of coach. They aren't going to ever recruit on par with the top of the SEC, that's reality. But with the portal and their resources, it can be an attractive destination. Find you a good X's and O's coach who understands that league and how to do more with a little less.
If Dave Clawson didn't have the charisma of your grandmother's coffee table, he's the kind of coach I'd look for.
After their last few hires have gone sideways, I'm curious what the Arkansas folks want. I don't think they're all that interested in another first-time head coach after Pittman and Chad Morris, although Pittman was a huge upgrade over Morris. I'm still surprised at how bad Chad's tenure was there.
Sumrall may have his pick of better jobs -- say, if Auburn opens -- but I'd make a push for him. After that, who knows.

Garrett Riley does not have the alpha dog to be a HC. At least not right now

It’s absolutely wild that after the events of the last 15 years, Bobby Petrino and the head coach of SMU are on their hot board.
