The old rule didn't allow for reaction time. The new rule allows for reaction time. That is the difference. I agree it sucks but it has been called that way all year. PJ would be undefeated it not for "reaction time"
There was only a brief period when they took reaction time away. For the vast majority of wrestling’s history reaction time has been in the rulebook and generally defined the same (loosely as “not instantaneous”).
This used to be widely interpreted as a very very short time, usually a split second to allow some kind of reaction. Now it’s interpreted as “as long as the defender is still moving he has reaction time.” It’s a radical departure from the tradition of the sport.
The first possible takedown in the sequence (Welsh hand down) is an example of a tough call historically in wrestling. Calling reaction time there is 100% defensible. The new part is saying that getting returned to the mat with a second left on the clock is not enough time for reaction time. That was a no doubt takedown for my entire life up until this year.

This is correctly called imo but there’s less reaction time here than what Welsh got in the final. One of these calls has to be wrong.
