I think it has more to do with you can't sign while on campus/area.

I don't know about waiting 24 hours. I've never heard that. I just know you have to wait until you're off campus to sign.

another clarifying question on the portal because I am confused. You have until today to enter the portal, once tomorrow comes you cannot enter, but if you have entered you can sign anywhere past today whenever you want? There's no cut off for signing?
