The clock said 00.00 when the storming happened...00.02 didn't appear until after they were on the floor. Is the fine for storming or storming early?

25k isn’t that big of a deal, but it’s kinda fckued up to fine us for essentially the refs actions. We should appeal, even if it was just $25.
